I have a right to buy council flat will I still pay service charge/repairs?

If you buy a flat you will be purchasing it on a long leasehold, this is normally for 125 years. The blocks will be owned by a landlord, who will be responsible for the maintenance and upkeep of the building as a whole and its communal areas. You will have to pay the landlord, what is known as a ground rent. There will also be what is known as a service charge which is payable to the landlord. The landlord will have the responsibility of repairing communal areas of the building and structural faults within your flat. The landlord will be responsible for lighting in all communal areas, cleaning staircases and any passageways. The service charge you pay will include the cost for this, and your share will be dependant upon the number of people who live in your block. The service charge will also cover such things as building insurance, heating in communal areas, window cleaning, and any other maintenance or repairs. There are two types of service charge which is payable, these are ‘annual charges’ and ‘major repairs‘. The major repairs can be very high lump sums, depending on how many people live in your block and the cost of the repairs. If you make your choice to buy the flat then the landlord must then give you an estimate of the service charge you may have to pay for the first five years of your leasehold, once given he cannot change this amount in the first five years.The service charge may include such things as hot water and caretaking; however the cost for these services can change even in the first five years.
